I. Conference Organizers

By the instrumentality of State Secretariat of the Security Council, Ministry of Defence, Ministry for Internal Affairs, Ministry of Industries, Foreign Affairs Ministry, Trade Ministry, Ministry of Education, Ministry of Emergency Situations, State Committee for Science and Technologies, National Academy of Sciences of Belarus, State Security Committee, State Customs Committee and Minsk Municipal Executive Committee.
II. Conference Goals
- To analyze the problems of scientific and engineering research, R&D activities aimed at design and implementation of novel and promisingtechnologies and materials, equipment and devices in the field of defense, security and dual usage;
- Discussions on ways for development and renovation of high tech production facilities, rise of scientific and technical potential in Belarus;
- Proposals on furthering and strengthening of cooperation in military, engineering and R&D areas, new approaches to integration and partnership with close neighboring and other foreign states.
III. Conference Subject Area
1) General directions of activity in providing of national security of the Republic of Belarus in the military engineering sphere.
2) Progress trend of the military industrial complex in the interests of providing the national security.
3) Military engineering aspects of defence and security.
4) Interaction and control of army-related components in the national military systems under armed conflicts and nonmilitary operations.
5) Development of military engineering collaboration within the framework of common and comprehensive security conceptions.
6) Scientific and technical basis for new defense technologies, armament and military machinery systems.
7) Design and implementation of promising military and dual-use technologies.
8) Resistance to the high-precision weapon systems and complexes.
9) Means and methods to protect forces and economic objects;
10) Information support and computer-aided systems for force and weapon control, information security systems;
11) Specialized technical security; anti-terror equipment and techniques;
12) Upgrade, repair and utilization of military equipment and armaments;
13) Means and technologies for prevention and elimination of emergencies;
14) Standards, certification and metrology in military and dual-use technologies;
Conference Program (project)
Section 1: Progress trend of the military industrial complex in the interests of providing the national security.
Section 2: Scientific and technical basis for new defense technologies, armament and military machinery systems.
Section 3: Upgrade, repair and utilization of military equipment and armaments.
Section 4: Information support and computer-aided systems for force and weapon control, information security systems. Means of the reconnaissance. Resistance to the high-precision weapon systems and complexes.
Section 5: Protection from the emergency situations in the peace and war time.
Scientific and technical seminars: “Multifunctional unmanned aviation complexes and production engineering” (based on PC “AGAT — Control Systems” with SSI “The Physical-Engineering Institute of the National Academy of Sciences”), “Radio communication and navigation” (based on PC “AGAT-SYSTEM” with UE “SKB “Kamerton”).
Round table “Ways of the armament improvement of the KSOR ODKB”.
IV. Conference Format
Officials and technicians from ministries and departments, scientific and academic establishments, specialists and representatives from domestic and foreign-based organizations which deal with design and putting into practice promising military and dual-use technologies are welcomed to participate in the conference. Section sessions in subject-related fields are to be held.
The conference programme includes: presentation of a plenary report; presentation of a subject report on sectional meeting and seminar, a poster paper, participation without report.
Domestic and foreign organizations and companies are invited for conference sponsorship. Sponsors will be given an opportunity to disseminate information, to demonstrate their systems and solutions.
V. Conference Venue and Terms
Congress hall of the Business centre the “Victoria” Hotel (59, Pobediteley Ave., Minsk, Belarus), May 25-26, 2011. Working languages: Russian and English.
Opening ceremony of the 6th International Exhibition of Arms and Military Machinery is scheduled on May 24 at 12 a.m. at the BELEXPO National Exhibition Center (14, Pobediteley Ave., Minsk). For additional information see

VI. Conference Participation Conditions
Participation for registered participants is free.
V. Requirements to Abstract Publication
Abstracts, not exceeding 6 pages in volume for plenary reports and 3 pages in volume for subject reports are to be presented by 8.04.2011 either in Russian or in English in two copies, printed in À4 format, on a CD in common text editors Word under Windows, for formulas — in the Word’s formula editor.
Abstract texts have to be typed in a font like Times, the symbol size is 12 p., single interval, the indent is 1 cm, alignment: left — 3cm, right — 1 cm, upper — 2 cm, lower — 2 cm. Electronic version of the abstract may be e-mailed to esudilovskaya@belisa.org.by.
An abstract should contain: SDC (specific decimal classification), title of the abstract, full names of the authors, full name of the company or organization, the city (in English), the abstract text. Illustrations (except diagrams in MS Excel, MS Graph) are recommended to present as separate files, containing the figure number and with the indication of the format used (*1.TIF, *2.JPEG, etc.) Every illustration is expected to have a title that would fit into the space under the figure. In case there is more than one illustration in the text, they have to be numbered with Arabic numerals. The list of references should be given in the end of the text as a general list. References in the text are arranged in a sequence and designated with a numeral in rectangular brackets.
